This quest is locked behind the introductory quests, despite being a pvp quest. So I had to complete the "Welcome to the Dragon Isles" questline, Until the "Open Orientation", which seems to lift the lock on the zones. This said, also please also mind that the quest itself seems to have a sorta rotation component.

To pass in Thaldraszus, and then to Valdrakken, you need to reach the northern point of Azure Span, it's a broken bridge which you can jump from using your dragon.
